Cold, damp houses. Would you class this as substandard housing?

With Christchurch being well on the way to setting a record for the least sunshine hours on record for August since 1930 and the unusally wet winter we have had this year it is no wonder that tenants reports of cold, damp houses are on the rise.  An article in The Christchurch Mail this week showed even Housing New Zealand who have upgraded 30,000 of their properties is receivng multiple complaints from their tenants.  To view this article click here 

With changes to the Residential Tenancies Act looming will this be classed as substandard housing which can bring a $3000 fine?

    Even houses with heat pumps installed, can still get damp. Back bedrooms etc. You can manage the properties but you can’t manage the tenants; to open the houses on sunny days etc. Is supplying a dehumidfier enough to avoid substandard housing? I hope they judge each case fairly. But a good reason to improve the homes and keep record of it. It seems to be one of the most asked questions down here in Christchurch.
